Chief Constable Trevor Rodenhurst KPM described his actions as “grossly unacceptable” and said they posed a “risk to the public.” The hearing revealed that between February and March 2024, Hill engaged in communication with a female he reasonably believed was 14 years old.
The messages, which included sexual content, showed Hill expressing sexual interest in minors wearing school uniforms.
He also asked for photographs and suggested meeting up, despite his knowledge of the girl’s age.
Chief Constable Rodenhurst stated that Hill’s conduct was “a wilful act of self-gratification” and reflected “a complete lack of integrity and respect for vulnerable females and children.” He warned that public confidence would have been “seriously damaged” had Hill not been removed.
Alarmingly, some of these conversations occurred while Hill was on duty.
“It is grossly unacceptable that PC Hill engaged in such conduct while being paid to serve and protect the community,” the Chief Constable said.
Although Hill resigned prior to the misconduct hearing, he remained in his notice period.
He has now been officially dismissed without notice, and his name will be added to the College of Policing barred list, barring him from future police work.
Chief Constable Rodenhurst added, “There can only be one outcome in such a case in order to maintain confidence in the service… There is no room for officers in policing who are unable to fulfil these expectations.” With six and a half years of service and no previous disciplinary history, Hill is also under criminal investigation.
The release of the misconduct hearing findings has been postponed until those legal proceedings are completed.
The violations involved breaches of Honesty and Integrity, Authority, Respect and Courtesy, and Discreditable Conduct.
The Chief Constable concluded, “The sexually predatory behaviour attributed to PC Ryan Hill has no place in policing and undermines the values we stand for.”
